Update: To get an idea of how low and close this buzz was, this comments via Ace and WSJ give good insight. I find it terrifying and frankly I’m outraged, to me, it’s just not funny:

63 It is worth reading the countless comments at WSJ and the Times before they are gone. the funniest one was the young mother in her high floor condo who had her two year old say to her “mommy i’m waving to the people on the airplane”. MANY people were EVACUATED, the nitwits flew a 747, with AirForceOne markings (the backup) and fighter jets following it right through Manhattan right over the WTC site…

An Air Force One lookalike, the backup plane for the one regularly used by the president, flew low over Manhattan on Monday morning, accompanied by two F-16 fighters, so Air Force photographers could take pictures, the New York Times reports. But a lack of awareness about the flyover led to the evacuation of several buildings in Lower Manhattan and Jersey City, N.J., and perplexed officials at the Port Authority of New York and New Jersey and other authorities were inundated with calls from anxious ferry passengers, office workers and residents in the area.
Moderate in the Middle 
I live in a high rise in Battery Park. From my sofa, it was quite frightening to see and hear the plane (from the underside, banked very steeply) with fighter jet trailing it. If the city was put on notice, why weren’t residents and business in the area warned? Merrill Lynch employees at WFC were evacuated as were some other buildings nearby. I grabbed by tennis shoes and prepared to run when I got a call from someone who knew I’d be worried, who told me what was happening. Just dumb, if not ridiculously insensitive not to warm Battery Park and financial center residents.
Got a frantic call from my girlfriend with our equally frantic cat in her arms because our 50+ floor-apartment building in Jersey City was evacuated.
I’m livid over this.
I got an email from my husband that they were evacuating 1 New York Plaza building…. how irresponsible can they be!! Especially after 9/11, who thinks everyone will be calm when there was no information of what is going on. And what is “Photo op” anyway?
