The labor leaders will swallow a change in the plan under which more high-cost health care plans like those afforded many public workers will be hit with a new excise tax, but they say they are satisfied with other elements — notably a delay in the new tax — that have remained, and also see two gains in the revised bill.
First, the delay will now apply to all plans, not just collectively bargained plans. Though the change was made to avoid the appearance of a special deal with labor, the meeting participant called the change “a pretty big f***ing deal” to union leaders, who see themselves as representing workers at large and were “very happy about it.”
Second, labor leaders have won a commitment from the White House and congressional leaders to pass the Merkley Amendment, which would require large construction contractors to provide health care for employees, a top priority of building trade unions.

Congress Daily’s Anna Edney reports that a final CBO score will come out Saturday or Sunday, a most unfortunate bit of imprecision considering the vote on the bill will occur on the latter.

Yet House Democrats are touting to the press — and spinning for partisan gain — numbers that have not been released and are impossible to confirm.

This CBO reporting this morning really is remarkable to me — the news is simply what Steny Hoyer says it is.
The Critters have talked up the 940B CBO score..but NO DETAILS YET…the taxes are in there and they are even bigger than we originally thought…
So how much is the rejiggered version of health care overhaul going to run us? Try $940 billion over the first 10 years, according to information coming from House Democrats this morning.
The Congressional Budget Office has apparently finished tallying up the overhaul figures, though as of this moment the analysis hasn’t been released publicly.
First, House Speaker Nancy Pelosi is expected to preview the CBO’s findings to House Democrats. Then we should see the analysis for ourselves….
