EXCLUSIVE: Phil Schiliro, the White House congressional liaison, has told the Senate to aim to take up an energy bill the week of July 12, after the July 4 break (and after the scheduled final passage of Wall Street reform). Kagan confirmation will follow, ahead of the summer break, scheduled to begin Aug. 9.

The plan is to conference the new Senate bill with the already-passed House bill IN A LAME-DUCK SESSION AFTER THE ELECTION, so House members don’t have to take another tough vote ahead of midterms.

A White House aide has the official word: “President Obama reiterated his call for comprehensive energy and climate legislation to break our dependence on oil and fossil fuels. In the coming weeks he will be reaching out to Senators on both sides of the aisle to chart a path forward. A number of proposals have been put forward from Members on both sides of the aisle. We’re open to good ideas from all sources, and will be working with Senators on a comprehensive proposal. The tragedy in the Gulf underscores the need to move quickly, and the President is committed to finding the votes for comprehensive energy legislation this year.”

Two record-low three-day job approval ratings in the past week helped Obama's weekly average tie the lowest of his presidency. Gallup reported a 44% approval rating last Thursday and again on Saturday. Prior to last week, the lowest three-day approval figure for Obama in Gallup Daily tracking had been 45%, a percentage that has now been reached seven times since the start of April.

Advice to the GOP Leadership from a recovering Democrat & Twofer Tuesday: Come As You Are/It’s So Easy

I need to rant a bit. The GOP leadership needs to embrace the passion and patriotism of the American people, and absolutely must ignore the race baiting tom-toms of the lamestream media and politicians..it is the last refuge of scoundrels, throwing the race card at Americans exercising their God-given rights to assemble, freedom of speech, and especially redress of grievances to our government.

Team Obama continues to replay their primary campaign, we are in the phase where anyone objecting to the incredible overreach and intrusion into our lives is branded racist, ignorant, uneducated, lampooned, etc etc.

Sadly in 2008 millions of Democratic voters were floored at this treatment, by our own party, people who KNEW DAMNED WELL the things they were saying were slanderous lies.

Maybe it is because I have been a Democrat for 24 years that I feel absolutely no compunction about my passion for the country and the cause of rolling back the travesty these people have foisted upon us and our children. I have been dragging crates over to serve as a soapbox and stood upon them to lecture my fellow nursery school attendees upon proper treatment of fellow classmates time out of mind, maybe it’s genetic, lol.

HillBuzz spoke about this a good year ago or more, but I see a plethora of articles hitting blogs and MSM in re the ‘racism!” or ‘radical!” (POT-KETTLE!) nature of the Tea Party Patriots and now more broadly, all who dare to oppose the ‘gift’ of Obamacare.

Get your ya yas out as The Stones used to say. Flags, families, friends, passionate patriots expressing their will. The evolution of conservative and GOP patriots, to the point where they felt compelled to do what Democrats have done for generations, and step outside into the public sphere to express their will, the evolution into Tea Party Patriots, joined by Independents and Democrats like hubby and I, is precisely BECAUSE of the machinations and biases of the lamestream media.

Their refusal to report the true expression of the majority of Americans’ will with regard to deficit spending, taxation, cap and trade, and lately health care, left most Americans feeling completely cutoff from each other. We were cast out of the collective consciousness of America as reported and reflected by our media each night in evening news broadcasts.

It is not going to be possible for the Axelrasputian Brigade to push we moderate Democrats away from the tea parties. We have always loved America and never bought into the neoprog hard left anti American BS to begin with. Now that we have lived our primary ‘trial by race card fire’, we will not be deterred.

The Indies I meet at Tea Parties have zero problem expressing their wishes for the Freedoms we cherish to be upheld, and I wager the conservatives and GOP have had enough of the race card shenanigans also. We don’t care what you call us, we know who we are.

The GOP leadership needs to reflect that same thick skin if you will. If the GOP Leadership fails to embrace the righteous, yes frakkin totally righteous anger of Americans over the healthcare debacle then it will be ‘So Fxxkin’ Easy’ for the Dems to hold power (h.t Axl Rose).

Obama must’ve laughed himself through the entire Democratic primary as Hillary was forced to apologize for an everlasting  chain of imagined, purported ‘slights’ and aspersions involving race. She couldn’t say ‘Good Morning’ without issuing an apology after SC. Learn from our mistakes.

These people throwing the race card know damn well it is baseless. Do not try to mollify the arsonists throwing gasoline onto the burning house. Just get in touch with the American people, we are out here standing for the Constitution, stand with us.

We are the people, party down and vote!! Primary votes now, November will be awesome… Come as you are Americans!

Market Update: Averages make a run on upbeat Fed forecast….

Intel reported kickass earnings (Intel gets 85% of their profit from overseas)..the banks earnings (outside Golden Slacks, which do not reflect the TOXIC ASSETS we heard oh so much about) are not worth the paper  they are written on…

The FED (FOMC) meeting minutes were released along with their new economic outlook which has a higher call for GDP and a call for higher unemployment than previously forecast. MiM thinks they are off on both, even the inventory build everyone is expecting to push us to a positive GDP for the 3Q 09, is for MiM anyway in doubt..

Were I the manufacturer, producer, retail chain store inventory manager I would NOT build an inventory right now..ahead of the CONSTANT, ENDLESS ASSAULT on capital from, well the Capitol…

They are now proposing a WATER SURCHARGE on businesses that use a lot of water, to rebuild infrastructure…

Take your profits and bury them in the yard, sheeeet, maybe we will get a chance to spend those dilly dollars before the inevitable inflation bites us in the axx….assuming the Man doesn’t come take it first for the GREATER GOOD…frakkers..

I cannot think of a worse time to propose an individual mandate than when people are cutting back on FOOD out of necessity, NOW is not the time to tell them they MUST pay for insurance….

…Let me introduce you to a little section of the Waxman-Markey cap-and-trade bill called the “Building Energy Performance Labeling Program”. It’s section 304 of the bill and it says, basically, that your house belongs to the state. See, the Federal Government really wants a country full of energy-efficient homes, so much so that the bill mandates that new homes be 30 percent more energy efficient than the current building code on the very day the law is signed. That efficiency goes up to 50 percent by 2014 and only goes higher from there, all the way to 2030. That, by the way, is not merely a target but a requirement of the law. New homes must reach those efficiency targets no matter what.

But what does that have to do with current homeowners like you? Well, I’m glad you asked. You’re certainly not off the hook, no way, no how. Here’s what the Democrats have planned for you. The program requires that states label their buildings so that we can all know how efficient every building (that includes residential and non-residential buildings) is and it requires that the information be made public. To that end, the bill suggests a number of circumstances under which the states could inspect a building, including:

(A) preparation, and public disclosure of the label through filing with tax and title records at the time of–

(i) a building audit conducted with support from Federal or State funds;

(ii) a building energy-efficiency retrofit conducted in response to such an audit;

(iii) a final inspection of major renovations or additions made to a building in accordance with a building permit issued by a local government entity;

(iv) a sale that is recorded for title and tax purposes consistent with paragraph (8);

(v) a new lien recorded on the property for more than a set percentage of the assessed value of the property, if that lien reflects public financial assistance for energy-related improvements to that building; or

(vi) a change in ownership or operation of the building for purposes of utility billing; or

(B) other appropriate means.

Pay close attention to (iii), (iv), and (vi) because those hit you right where you live. What that’s saying is the state will be empowered to inspect your home if you want to 1) renovate your house in any way that requires a building permit, 2) sell your house, or 3) change the name of the person responsible for any utility bill.

By now, if you haven’t swallowed your tongue and are in need of medical attention, you’re probably wondering if there’s a penalty for not being in compliance with the new efficiency ratings. The answer is no, and yes. Here’s where the bill gets really sneaky. So far as I can tell, there is no direct penalty if your house does not meet the bill’s target. However, it does require that the number of buildings inspected by the state meet certain percentage targets and if they do not, the state loses out on a significant portion of the money it could get from Washington. In other words, the bill demands certain things from the states, but ties funding for those demands to compliance with the demands.

Did I say the bill gets sneaky? I was wrong. The bill strong-arms the states like a couple mob heavies leaning on a witness in a Rico trial. In turn, the states are going to put the screws to you, so it gets the billions of dollars Washington is dangling in front of them. So while the Federal government won’t directly punish you, it will provide the states with lots and lots of rectangular, green reasons to do so.

And it gets worse. The Federal government has graciously offered to help homeowners with the retrofits the states will force them to do through a program called the Retrofit for Energy and Environmental Purposes (REEP). REEP sets aside a pool of money in each state for property owners who have to turn their polar bear-killing buildings into lean, mean, green machines. But, and I’m sure you’ve guessed this already, there’s a catch. Before I get to that, here’s the magic formula (and don’t read ahead and spoil the surprise!):

(i) AWARDS- For residential buildings–

(I) support for a free or low-cost detailed building energy audit that prescribes, as part of a energy-reducing measures sufficient to achieve at least a 20 percent reduction in energy use, by providing an incentive equal to the documented cost of such audit, but not more than $200, in addition to any earned by achieving a 20 percent or greater efficiency improvement;

(II) a total of $1,000 for a combination of measures, prescribed in an audit conducted under subclause (I), designed to reduce energy consumption by more than 10 percent, and $2,000 for a combination of measures prescribed in such an audit, designed to reduce energy consumption by more than 20 percent;

(III) $3,000 for demonstrated savings of 20 percent, pursuant to a performance-based building retrofit program; and

(IV) $1,000 for each additional 5 percentage points of energy savings achieved beyond savings for which funding is provided under subclause (II) or (III).

If you want to hit that 50 percent savings mark that all new homes have to hit, then you can get as much as $12,200, including inspection, as you scoop all those awards. That’s a pretty good chunk of change that should cover most, if not all of the costs of a retrofit on any moderately-sized older house, right? Easy, peasy, lemon squeezy.

Except for that catch and boy is it a doozy.
