An administration official told Marc Ambinder that HHS Secretary Kathleen Sebelius “misspoke” when she told CNN that a government run health insurance option “is not an essential part” of reform.

“This official asked not to be identified in exchange for providing clarity about the intentions of the President. The official said that the White House did not intend to change its messaging and that Sebelius simply meant to echo the president, who has acknowledged that the public option is a tough sell in the Senate and is, at the same time, a must-pass for House Democrats, and is not, in the president’s view, the most important element of the reform package.

Conrad has been pushing co-op but FEDERALLY FUNDED so it is in effect a frakkin PUBLIC OPTION…maroons…

If they want small groups to be able to pool risk and premiums go with Multiple Employer Trusts which I used to process claims for in TX, this way small business gets group rates, NO PUBLIC MONEY REQUIRED….

Free interstate insurance commerce from Federal red tape! ….geez it would be simple were they not trying to Trojan Horse a single payer plan through wouldn’t it? Wyden-Bennett would work….but NO CO-OP GOVT PLAN BY ANOTHER NAME…frakkers…

A public health insurance option took more hits Sunday as Sen. Kent Conrad described its pursuit as a “wasted effort” and an administration official said it is not an “essential” part of reform.

Conrad (D-N.D.), who supports setting up health insurance co-operatives with government seed money to compete with private insurers, described the public option as all but a lost cause.

“Look, the fact of the matter is there are not the votes in the U.S. Senate for the public option, there never have been,” Conrad said in an interview on “Fox News Sunday with Chris Wallace.”  “So to continue to chase that rabbit is, I think, a wasted effort,” Conrad said.

His comments followed Health and Human Services Secretary Kathleen Sebelius’s remark that a public option is “not the essential element” to ensure competition in the health insurance market. Sebelius made the remark on CNN’s “State of the Union,” according to a report in the Associated Press….

Gee, TOTUS has been saying ad nauseum that the public option IS necessary to do just that, ensure competition. On which I call BS…

Question, if there is no yearly or lifetime claims max on people and you cannot pre-ex them or drop their coverage, how can you possibly have enough cash reserves from premiums and ROI (return on investments) to cover pending and potential future claims?

Rep Doggett met with constituents outside a grocery store in south Austin regarding the health care bill. Apparently the event was mostly advertised in liberal leaning local publications. He did not bring a megaphone, so hearing what he had to say was difficult. When he started making the move to leave, the crowd erupted chanting “Just say no!” His worker got the car ready to shuttle him away but the crowd surrounded it and it took a while for him to get out of the parking lot. The whole time, the “Just say no!” chant continued. It probably won’t matter – from his facial expression, body language, and what was heard to come out of his mouth, he’s for the the health care bill in its present form and has no openness to change on that.

Update: And I have another common sense question here, when parents divorce often a QMCSO Qualified Medical Child Support Order is issued by the court ordering parents to cover the children to age 18, you know like normal people do in America, the age of attainment being 18. Well if TOTUS MANDATES covering these ‘children’ to age 26, I for one would expect that the court would have to come back for that and readdress the issue.

Who is paying for this ‘child’s” coverage after age 18 when the parents are divorced?

So now we have to deal with our EXes for another 8 years after the kids are legally emancipated? Good luck getting deadbeat parents who dont pay child support to age 18 now to insure their children for 8 years BEYOND the attainment of adulthood….

more work for those backed up child support courts in the making…so cheeto eating Obots can coast til they are 26?! ugh

To sell Obamacare, TOTUS is going to tell the AMA that he will pass or enact some sort of ‘best practices’ protections for them…not a cap on medical malpractice verdicts which would be the only real way to reduce those unneccessary expenses they are so concerned about….

…There have been indications Obama has been quietly making a case for reducing malpractice lawsuits to help control costs, long a goal of the AMA and Republicans.Obama has not endorsed capping jury awards Former Senate Majority Leader Tom Daschle, D-S.D., said Monday that controlling the cost of malpractice insurance would have to be a part of the Obama administration’s overhaul of the health care system.

Daschle… said much of the unnecessary annual health care cost can be attributed to doctors ordering extra tests and taking extra precautions to make sure “they aren’t sued.”…

The Obama administration outlined an additional $313 billion in new proposed savings Friday to pay for the president’s health care plan

. The savings would come from cutting or reducing the growth of payments to hospitals, medical equipment manufacturers and laboratories – though the major cuts don’t target doctors, White House budget director Peter Orszag said Friday….

Whenever Peter Orzsag is going on and on and on about how some states like Wisconsin use less medical care and how they plan to get the rest of the states to act like WI, I laugh and wonder how many doctors are in WI, how many specialists, what is their civil litigation system like there, how strong are their personal injury med mal attorneys lobbying groups there, what is the demographic of those living there….THOSE are the differences no doubt..

AZ and FL likely have many more hospital admissions cuz AZ and FL have many retirees who …you know…. get ill… b/c they are …you know…. older….Orzsag wants to stop what he calls ‘unnecessary readmissions to hospitals in the last 6 months of life’ which he claims do not show a better result than states like WI where apparently people arent so pesky about calling 911 when the elderly stop breathing or something…

Uhmm no thanks I will pass on having a pencil necked geek decide if I need to be readmitted. Hospitals are already wigging out over Team TOTUS proposed cuts…

..For instance, Obama wants to cut federal payments to hospitals by about $200 billion and cut $313 billion from Medicare and Medicaid over 10 years. He also is proposing a $635 billion “down payment” in tax increases and spending cuts in the health care system…

How will TOTUS stop lawsuits against hospitals and physicians who refuse to readmit a patient who THEN DIES? they cannot, they cannot legislate away the right to sue apparently and they are unwilling to cap verdicts cuz lawyers lobby too hard and donate too much…

thus the tests will continue, and I for one am perfectly fine with that..

Many Gen Yers who like the proposal may not remember the absolute nightmare that was HMOs before states started passing coverage mandates..

Anyone else here have to pay for their pesky anesthesia during labor? I did in 89. Yep, 42 HOURS OF LABOR and the HMO said the anesthesia was not medically necessary, thus I paid for it. I was also almost kicked out of the hospital in 24 hours after having my  baby because the HMOs used to do that to CONTAIN COSTS..sound familiar? yeah it is the Orszag Plan.

States and even the feds then MANDATED a length of hospital stay for women after giving birth to put an end to that. That is where we are headed. Every time the Medical Panel of SOOPERGENIUSES decides to limit something, some lobbyists will find the patient group or vice versa and Congress Critters will act..

This will ADD to administrative expenses as all states become as overly regulated as California and more manual claims processing becomes necessary to keep up with all the rule changes….

I worked for a PI Med Mal Wrongful Death firm in NYC for a time. One patient who was in her 20s was obese. She had a persistent cough. Her PCP, mindful of his HMO handlers, did NOT send her to an outpatient facility for a portable chest xray and she did not fit in the xray machine in the HMO radiologists office. So he said she had bronchitis and gave her an RX. Long story short. She had cancer, it went undiagnosed for too long and she was terminal.  God Bless her.They should have referred her for the damned xray.

I do not believe this is the way to go with our health care system. Letting the elderly go untreated to save money is the plan. Sheboresus slid around it like an eel this weekend, it is rationing and Americans won’t stand for it. If they get it through, we will simply see massive scandal later when people die after being denied testing and treatment..

“There is fabulous health care being delivered at lower costs all across America,” she replied in an appearance on “State of the Union.” “Comparative effectiveness research says, ‘does paying twice as much in McAllen,Texas, as in some other part of the country deliver better care?’ And the answer is ‘no.'”

She added, “If three tests don’t produce a better result than one test produces, I’d rather have the one test, thank you very much.”

TOTUS CANNOT promise best practices protection! He cannot get it through Congress which is HEAVILY lobbied by the Bar association and the entity previously known as the Trial Lawyers Association. Just go ask Johnny Edwards about a doctor NOT DOING a test..he will dance all the way to his 140,000 sf house…

This TOTUS plan would have the additional liability of limiting economies of scale in many diagnostic tests. If the test isnt done more and more the price wont drop and the technology wont get better..this will kill promising new gene therapy also, if Team TOTUS wont pay for granny to get a new hip they certainly will not pay for all the experimentation and promising gene therapy coming from the very SCIENCE he claims to cherish….what was the point of the stem cell testing if the pesky elderly cannot have the gene therapy for Alzheimers?

What government panel will find it cost effective to cure someone who has Alzheimers? How much work or tax dollars can they get from that elderly person?

..On Tuesday, May 12, the trustees who oversee Social Security and Medicare will issue their annual report…

The coalition of libertarian zealots, Jeffersonian conservatives, center-right Democrats and bankers and brokers who would like to earn fees or commissions from the diversion of Social Security payroll taxes into IRAs recycles the same arguments against Social Security, rain or shine, boom or bust. They’ve been doing it for more than a quarter-century, ever since a couple of libertarians wrote up a guide for small-government conservatives on how to spread doubts about a popular, solvent and effective entitlement. These tried-and-true arguments will be dusted off and dragged through the media once again, after the latest Social Security Trustees’ report is published. Among the bogus arguments you can expect:

The date at which Social Security will become bankrupt has advanced! From annual report to annual report, the two key dates — the date at which Social Security payouts from the Trust Fund exceed payroll tax intake, and the date at which the Trust Fund is exhausted — advance or retreat, depending on the contemporary economy and changes in calculations. For example, in 1997 payouts were supposed to exceed revenues in 2012 and the Trust Fund was supposed to be exhausted in 2029. By 2004, the trustees were more optimistic: The two dates were 2018 and 2042, respectively. If as a result of today’s bad economic conditions future growth rates are revised and the two dates are slightly closer to the present in the latest report, should you be concerned? No. Relax. When estimates vary so much, it would be crazy to try to make public policy for the United States of nearly half a century from now.

We have only two choices, or a combination — cutting benefits or raising the payroll tax. False. There are at least two other choices that the deficit hawks never mention. One is more rapid economic growth, which would make it easier to pay Social Security taxes in the future without either benefit cuts or tax increases. The other option that the doomsayers never discuss is an infusion of money from other revenues, to supplement the payroll tax. Medicare is already paid for partly by a payroll tax and partly by general revenues. Why not cut the payroll tax and make up the difference out of general federal taxes? If you want to be revenue-neutral, the Social Security shortfall of about 2 percent of GDP between now and mid-century could be patched with general revenue funds diverted from defense, if without endangering our safety we could gradually lower defense spending from its present wartime level of about 4 percent of GDP to 2 percent, which is more than most other advanced industrial countries spend on defense.

Social Security and other entitlements are responsible for unfunded liabilities of more than $100 trillion — and as the baby boomers begin to retire, the bill is coming due! Total nonsense.

About a decade ago, conservative and libertarian economists who oppose Social Security, Medicare and other entitlements came up with a clever rhetorical strategy. They would calculate the gap between the payroll taxes that pay for these programs and estimated costs over time. But there was one problem: The gap isn’t all that scary, at least in the near future. So in order to frighten the American people and their elected leaders, deficit hawks cite the sum total of Social Security’s “unfunded liabilities” over 75 years. But even this — a paltry $4.3 trillion over three-quarters of a century, according to the 2008 report — isn’t sufficiently terrifying.

In order to frighten gullible Americans, anti-Social Security crusaders conflate Social Security with Medicare and talk about the “entitlement crisis” in general. This masks the fact that Social Security’s projected shortfalls are minor, compared to those of Medicare. Better yet, it produces a suitably spooky 75-year shortfall of $42.9 trillion. And if this is not alarming enough, deficit hawks can cite the truly apocalyptic figure of $101.7 trillion in combined “entitlement” spending over an infinite time horizon.

The anti-Social Security lobby always presents the “unfunded liabilities” of “entitlements” in scary dollar terms, rather than as percentage points of GDP. Here’s why: Over the next 75 years, the Social Security shortfall at most hovers around 1 percent of total U.S. GDP over that same period. Yes, that’s right — around a whopping 1 percent of U.S. GDP. And that is only in the unlikely event that some combination of growth, taxes and benefit cuts do not eliminate the shortfall in the future….
