Max Baucus (D-MT) to unveil Senate Finance Cmte (bipartisan?) health care plan…



…Mr. Baucus, a Montana Democrat, is aiming to reach an agreement by Tuesday… The goal is to strike a deal before President Barack Obama addresses Congress on Wednesday in a special joint session.

Outline of the plan reveals we are where we were when Wyden-Bennett started, only we have added Medicare cuts and an individual mandate (but without the generous tax credits McCain proposed) in the midst of a wave of unemployment and subpar economic growth. The mandate should be phased in and be suspended when unemployment is high, there’s a trigger for you:

.. It will expand health insurance by giving low-income people subsidies to buy coverage and widening eligibility for the Medicaid health-coverage program for the poor.

It wouldn’t create a new public health-insurance plan — a key demand of liberals — but would instead create nonprofit health-insurance cooperatives as a way to increase competition with private health-insurance companies.

Under the committee’s proposal, most Americans would be required to carry health insurance. Insurers wouldn’t be able to deny coverage to the sick and cherry-pick customers. The plan would be financed by a combination of cuts to the Medicare program for the elderly and a tax on particularly generous health-insurance plans that would apply to health-insurance companies. The tax would generate an estimated $140 billion over a decade….

The tax better include union plans. This is what MAC proposed, and TOTUS has been fighting it for purely political reasons. We have been bailing out the unions as it is, no more. Let them pay taxes on their benefit plans as well if this is the funding mechanism needed to avoid a public plan and deficit spending. I don’t see tort reform or interstate competition in there, hope Enzi puts it in if they are going this way.
